Dr. Katherine Baicker, also known as Kate, Ph.D., has been an Independent Director at Eli Lilly and Company since December 12, 2011. She is one of the leaders of a research program investigating the many effects of expanding health insurance coverage in the context of a randomized Medicaid expansion in Oregon. Dr. Baicker is a leading researcher in the fields of health economics, public economics, and labor economics. As a valued adviser to numerous health care-related commissions and committees, her expertise in health policy and health care delivery is recognized in both academia and government. She served as Professor of Health Economics from 2007 to 2017, C. Boyden Gray Professor from 2014 to 2017 and Acting Chair of Department of Health Policy and Management from 2014 to 2016 at Harvard T.H. Chan School of Public Health, Department of Health Policy and Management. Dr. Baicker served as a Senate-confirmed Member of the President’s Council of Economic Advisers from 2005 to 2007 and also Senior Economist from 2001 to 2002, where she played a leading role in the development of health policy. She serves on the Editorial Boards of Health Affairs, the Journal of Health Economics and the Forum for Health Economics and Policy; as Vice Chair of the Board of Directors of Academy Health; on the Congressional Budget Office’s Panel of Health Advisers; Chair of the Massachusetts Group Insurance Commission and as a Commissioner on the Medicare Payment Advisory Commission. Dr. Baicker earned a bachelor’s degree in Economics from Yale University and a Ph.D. in Economics from Harvard University.
